When I contacted the EPA, they stated that if you own the home and are doing repairs yourself these restrictions don't apply, even if you are reselling the property. I ask about three or four times "what if we purchased it only to fix up and sell?" The answer was the same, so this applies if you hire the work, not if you do it yourself was the message I got. Anyone heard anything different. If you do work for others it would also apply.
