CDC EVICTION BAN

So, if a landlord can't evict for non payment of rent due to the CDC Eviction Ban, then what good is having a lease? What is the next best option for prevailing in court against a dead beat tenant? Are there any other loop holes in a lease or other civil contract that can be used to protect a landlord from a tenant who occupies and then refuses to pay? How are the apartment complex owners avoiding bankruptcy with this ban in place?

If there was a loophole, landlords across the country would not have billions in owed rent.
