The CDC Eviction ban only applies to evictions for non payment of rent by individuals who are willing to swear under oath that the reason they haven't paid the rent is because they have been economically impacted by COVID19. So, the only qualifying test for the Center For Disease Control's protections to prevent loosing your current shelter are that you be willing to sign a sworn affidavit attesting to the fact that you have suffered negative economic impact due to the disease.
Anyway, So, why not just change the terms of the lease to M2M. Then if they overstay the lease without paying, you simply give the 3D notice and evict because the lease is expired and you simply want to recover the property. If pressed by a judge for a reason, not that it is any of his business, you could offer any one of a number of politically correct scenarios for wanting to recover the property.
